I'm trying to add the google webmaster verification html stuff to my website using iWeb or iWeb SEO. I'm having trouble.

At first, google gave me an html file to upload to server, but I don't really know what that means or how to do that. I only use iWeb and and iWeb SEO to publish my site, and use their FTP transfer methods.

An alternate method is to add the following info to my home page's meta tag. Can you advise how to do this?
<meta name="google-site-verification" content="a_whole_bunch_of_letters" />

Or how to solve this problem?

You should not be using iWeb SEO Tool to verify your website.

Sitemap Automator is the preferred application to use for verification;

I didn't wish to buy another program. I just wanted to add the verification stuff to what I already had. Can it be done?

I ended up manually adding google's site verification code to the html files which iWeb had published.

<meta name="google-site-verification" content="your_specific_code-here" />

First I tried manually placing it in my home page html file, above the <title> line, but that didn't work.

Then I placed it in the index.html file, above the <title>. It worked there.
